Improved MIDI Note On management for soft synths

When playing back MIDI tracks through soft synths, SONAR keeps track of all Note On and Note Off events behind the scenes. This logic is required for multiple reasons, such as muting/soloing MIDI tracks during playback, stopping playback of MIDI cells in the Matrix view, stopping playback in the transport, MIDI preview, etc.

Certain soft synths require an exact match of Note On and Note Off messages. Insufficient Note Off message can lead to stuck notes and reduced voices on samplers a reduced polyphony.

Under some circumstances, such as punch recording, previous versions of SONAR would send an insufficient number of Note Off messages, leading to stuck notes.

SONAR now explicitly reference counts all Note On and issues an exact number of Note Off messages to each synth when using transport functions. This ensures more robust playback with soft synths, eliminating stuck notes caused by this issue.
